The Thunderbolts first present themselves to the world as a new team of superheroes after many established heroes disappear. Their celebrated debut hides a remarkable secret: they are actually the Masters of Evil in new identities, led by Baron Zemo as Citizen V. Zemo intends to exploit public trust, but several members discover that they genuinely prefer being heroes, transforming the team's purpose.
